The forecast anticipates exceptional deficits to continue in northern and northwestern African countries, as well as some central and southern countries. Intense surpluses are expected to emerge in areas throughout the Sahel.
The forecast indicates that intense surplus will occur in most northern and central regions of Australia, with exceptional deficits diminishing in portions of the country near its western coast. Exceptional deficits are expected to emerge in Tasmania, as well as in pockets across New Zealand.
The forecast indicates that exceptional deficits will mostly dissipate in northeastern China, but continue in northern, southern, and northwestern portions of the country. Exceptional surplus is expected to diminish in southwestern China, though moderate to severe surpluses may continue in eastern regions of the country.
The forecast indicates that exceptional deficits in Mainland Southeast Asia will persist but lessen in size, while intense surpluses will expand throughout Maritime Southeast Asia.
The forecast through September indicates widespread water deficits throughout much of Europe, with exceptional anomalies in Finland, the Baltics, Belarus, southern Germany, Belgium, Austria, and Extremadura, Spain. Many rivers will be affected as well, with exceptional deficits on the Danube and Drava, and severe deficits on the Rhine, Allier, Dordogne, and Loire Rivers.
Regions forecast to have significant water deficits for the 12-month period from April 2019 through March 2020 include: Suriname, French Guiana, Finland, Estonia, Latvia, Egypt, Cameroon, and New Caledonia. Areas with a forecast of significant water surplus include: the central United States, Paraguay, Syria, northern Iraq, southern Turkmenistan, Afghanistan, Tanzania, and southeastern China. The forecast through October indicates that exceptional water deficits will diminish considerably but widespread deficits will continue to affect many parts of Central, Eastern, and Northern Europe and will be especially intense in Finland, Estonia, and southern Germany. Moderate deficits will increase in France. Surpluses are forecast for Hungary, Serbia, Kosovo, Romania, Bulgaria, and Moldova. On the Iberian Peninsula, surpluses will diminish overall, but persist in many parts of Spain and may be exceptional in the south.
The forecast through August indicates widespread water deficits of varying severity in Central, Eastern, and Northern Europe, with intense deficits sprinkled throughout but especially prevalent in Finland, Estonia, and Latvia. Surpluses will persist on the Iberian Peninsula and may be exceptional between the Tajo and Guadiana Rivers, and from Toledo south to Granada. In European Russia, surpluses ranging from moderate to exceptional are forecast for the Don River Basin and much of the Volga River Basin.
Water deficits will continue to dominate much of Europe through September but will diminish significantly thereafter. Through September, however, exceptional deficits will persist in Finland, Estonia, and many pockets of Western and Central Europe. Severe to exceptional deficits are expected along many rivers including the Danube, the Drava, the Rhine, the Rhône, and the Loire. Surpluses in Western Russia will persist through September but diminish in extent and severity except in Murmansk, where exceptional surpluses will continue to emerge. Exceptional surpluses are forecast for eastern Romania and Moldova which will persist through December.
