The forecast indicates that intense surplus will occur in most northern and central regions of Australia, with exceptional deficits diminishing in portions of the country near its western coast. Exceptional deficits are expected to emerge in Tasmania, as well as in pockets across New Zealand.

The forecast indicates that exceptional deficits will mostly dissipate in northeastern China, but continue in northern, southern, and northwestern portions of the country. Exceptional surplus is expected to diminish in southwestern China, though moderate to severe surpluses may continue in eastern regions of the country.

The forecast anticipates a widespread emergence of surplus in India, with the most intense concentrations appearing in central, southern, and eastern regions of the country. Exceptional deficits are expected in regions of Afghanistan and Pakistan.

Exceptional water deficits in North Africa will diminish but persist, and severe deficits are forecast in Gabon and in Nigeria south of the Benue River. Deficits will also persist in western Zambia and are expected to be extreme on the Kafue River. Moderate to exceptional deficits will emerge in central Botswana. Exceptional surpluses will persist in Tanzania, Kenya, and northern Uganda, but diminish somewhat in northern Madagascar. Surpluses east of Kinshasa in Democratic Republic of the Congo are forecast to increase in both extent and intensity, becoming severe.

The April 2018 Outlook indicates wetter than normal conditions in India, East Africa, and northwest Brazil. Significantly warmer than normal temperatures are forecast for Far East Russia and Alaska, much of eastern China, particularly the Yangtze River Basin from Shanghai to Chongqing, and eastern Australia from Brisbane to Canberra. 

Africa: Water deficits to persist in southern Africa, surpluses in Ethiopia, Kenya, Tanzania

Water deficits across North Africa are forecast to persist though diminish in severity. Deficits will also persist across much of southern Africa, especially South Africa, Namibia, Zambia, Malawi, and Mozambique. Surpluses are expected in northern Mozambique, Tanzania, Uganda, Kenya, and Ethiopia.

Regions likely to encounter significant water deficits in the coming months include: Southern California, northern Brazil, Zambia, South Africa, southern Namibia, Thailand, the Malay Peninsula, and the island of Timor. Water surpluses are forecast for: East Africa, northern Kazakhstan, Southeast China, western Borneo, and western Java. This watch list is based on ISciences' Water Security Indicator Model (WSIM) Global Water Monitor and Forecast issued 9 May 2016.

Africa: Water deficits forecast across the Northwest, coastal West Africa, & southern Africa; surpluses in East Africa & the Sahel

Water deficits are forecast in Northwest Africa, coastal West Africa and southern Africa, with particular persistence in coastal West Africa. Exceptional surpluses are expected in East Africa, especially in Uganda, Kenya and Tanzania. Surpluses are forecast to emerge in Ethiopia, Sudan, the Sahel, and northeastern Mozambique.
