The forecast anticipates exceptional deficits to continue in northern and northwestern African countries, as well as some central and southern countries. Intense surpluses are expected to emerge in areas throughout the Sahel.
The forecast indicates that intense surplus will occur in most northern and central regions of Australia, with exceptional deficits diminishing in portions of the country near its western coast. Exceptional deficits are expected to emerge in Tasmania, as well as in pockets across New Zealand.
The forecast indicates that exceptional deficits will mostly dissipate in northeastern China, but continue in northern, southern, and northwestern portions of the country. Exceptional surplus is expected to diminish in southwestern China, though moderate to severe surpluses may continue in eastern regions of the country.
The forecast indicates that exceptional deficits in Mainland Southeast Asia will persist but lessen in size, while intense surpluses will expand throughout Maritime Southeast Asia.
The forecast through December indicates widespread, intense water surpluses in the Northern European Plain reaching across the Urals through the Ob River Basin. Intense deficits are expected around the Gulf of Ob and in the Nizhnyaya Tunguska River region of the Yenisei Watershed. Surpluses are forecast for Kyrgyzstan, western Tajikistan, Uzbekistan, and along Turkmenistan’s southern border where surpluses will be extreme to exceptional.
The forecast through November indicates that water surpluses will intensify in the Northern European Plain in Russia. Surpluses are forecast for the Ob River Basin and along the Yenisei River, but intense deficits are expected in the eastern Yenisei Basin. In southern Turkmenistan intense surpluses are forecast; surpluses are also expected in Kyrgyzstan, western Tajikistan, and eastern Uzbekistan.
The forecast through June indicates that water surplus will shrink in European Russia, persist in the Tom River watershed, and transition to deficit in the Ob River watershed. Deficits will emerge surrounding Orenburg on the Ural River, and between the Lower Tunguska and the Angara Rivers in the Yenisei watershed. In Kazakhstan, surpluses will emerge and persist in the north, but diminish elsewhere; deficits will emerge in the west, which will be extreme on the Ural River. Intense deficits are forecast for Turkmenistan, eastern Uzbekistan, western Kyrgyzstan, and Tajikistan.
Water surpluses of varying intensity are forecast in Russia from western European Russia through the Western Siberian Plain through February 2018 or longer, and are expected to be exceptional in the TransVolga region and in the Upper Ob River Basin surrounding Novosibirsk. Exceptional surpluses in Kazakhstan will transition to conditions of both deficit and surplus through February. Surpluses are forecast for Kyrgyzstan, especially Bishkek. Deficits in Turkmenistan and Uzbekistan are forecast to moderate somewhat in the near-term but persist, diminishing after November.
Regions forecast to have significant water deficits for the 12-month period from June 2017 through May 2018 include: Montana (US), Nayarit (Mexico), Amapá (Brazil), Italy, the Arabian Peninsula, Madhya Pradesh and Chhattisgarh (India), Cambodia, Mongolia, and Tasmania (Australia). Water surpluses are forecast for: US Gulf Coast, La Pampa (Argentina), Tanzania, Bangladesh, Tripura and Mizoram (India), western Myanmar, Laos, Jiangxi and Guangxi (China), and Transvolga (Russia).
