The April Outlook indicates significant deviations from the norm in both precipitation and temperature for Russia. Conditions are forecast to be wetter than normal across a vast band of the Arctic region from the Barents Sea through the Laptev Sea and will include exceptional anomalies. Warmer than normal temperatures are forecast for most of the nation, and exceptional anomalies will dominate from the Ural Mountains to the Sea of Japan.

The February 2020 Outlook indicates exceptionally hotter than normal temperatures across a vast stretch from the Dnieper River in eastern Belarus past the Urals in Russia and well into the Western Siberian Plain through much of the Ob River Watershed. Exceptionally wetter than normal conditions are forecast for the Mahanadi River Basin in Chhattisgarh, India, and in southern Hunan, China.

Areas with a forecast of drier than normal conditions include the Balkans while regions around the Bay of Bengal are expected to be wetter than the norm.

Temperatures along India’s east coast will be warmer than normal, as will temperatures in much of Indonesia. Central Africa is forecast to be cooler than normal.
