The forecast indicates that intense surplus will occur in most northern and central regions of Australia, with exceptional deficits diminishing in portions of the country near its western coast. Exceptional deficits are expected to emerge in Tasmania, as well as in pockets across New Zealand.
The forecast indicates that exceptional deficits will mostly dissipate in northeastern China, but continue in northern, southern, and northwestern portions of the country. Exceptional surplus is expected to diminish in southwestern China, though moderate to severe surpluses may continue in eastern regions of the country.
The forecast indicates that exceptional deficits in Mainland Southeast Asia will persist but lessen in size, while intense surpluses will expand throughout Maritime Southeast Asia.
The forecast anticipates a widespread emergence of surplus in India, with the most intense concentrations appearing in central, southern, and eastern regions of the country. Exceptional deficits are expected in regions of Afghanistan and Pakistan.
The forecast expects exceptional deficits in western and eastern Russia to mostly diminish, but still linger in isolated areas. Similar deficits are expected to continue northwest of Lake Baikal. Intense surplus is anticipated in regions of northern Kazakhstan and northeastern Russia, as are exceptional deficits in Turkmenistan and Uzbekistan.
Widespread water surpluses observed in prior months will shrink through November. However, a broad column of surplus is forecast from southern North Dakota reaching into north-central Texas with intense anomalies in South Dakota. Other areas of surplus include eastern Nevada into western Utah, Wyoming, and California from San Francisco through the southwest. A pocket of exceptional deficit is expected in the central Everglades.
Through September, water surpluses along the Mississippi River, its tributaries, and states on the western bank of the river will moderate, but significant surpluses are forecast in a column from South Dakota through central and eastern Texas and will include extreme to exceptional anomalies in many areas, particularly South Dakota. Areas of deficit include the Pacific Northwest, northwestern Minnesota, the western Upper Peninsula of Michigan, and along the Atlantic coast in North Carolina.
The forecast through August 2019 indicates persistent water surpluses in a wide path through the center of the country in the Mississippi River Basin and well into the Missouri, Arkansas, and Red River Basins, including exceptional anomalies in South Dakota. Surpluses of varying intensity are expected in the Rockies, central Arizona, California, Oregon, and in the Northeast. Deficits are forecast for pockets of Washington, North Dakota, Wisconsin, and southeastern states.
Regions forecast to have significant water deficits for the 12-month period from March 2019 through February 2020 include: Suriname, French Guiana, Finland, Estonia, Latvia, Egypt, Somalia, Angola, and Namibia. Areas with a forecast of significant water surplus include: United States, Paraguay, Syria, northern Iraq, western Iran, Afghanistan, Tanzania, and southeastern China. The forecast through July indicates widespread water surpluses of varying intensity a vast area on either side of the Mississippi River. Exceptional anomalies are forecast around Sioux Falls, and along the Mississippi River on either side of Memphis and from Louisiana to the Gulf. Surpluses will increase in the Rockies and shrink slightly and moderate in California. In the Pacific Northwest, deficits will shrink in Washington; Oregon will transition from deficit to moderate surplus.
