The forecast anticipates exceptional deficits to continue in northern and northwestern African countries, as well as some central and southern countries. Intense surpluses are expected to emerge in areas throughout the Sahel.
The forecast indicates that intense surplus will occur in most northern and central regions of Australia, with exceptional deficits diminishing in portions of the country near its western coast. Exceptional deficits are expected to emerge in Tasmania, as well as in pockets across New Zealand.
The forecast indicates that exceptional deficits will mostly dissipate in northeastern China, but continue in northern, southern, and northwestern portions of the country. Exceptional surplus is expected to diminish in southwestern China, though moderate to severe surpluses may continue in eastern regions of the country.
The forecast indicates that exceptional deficits in Mainland Southeast Asia will persist but lessen in size, while intense surpluses will expand throughout Maritime Southeast Asia.
Water surpluses will retreat in Central Europe and the Balkans as deficits emerge. Deficits are also forecast for Northern Europe with exceptional deficits in Finland, Estonia, and Latvia. Intense surpluses are forecast for Hungary and for eastern Ukraine into Russia, with both deficits and surpluses in European Russia. Surpluses will persist on the Iberian Peninsula but retreat in France, with deficits emerging in Auvergne. Moderate surpluses will persist in Ireland, England, and Normandy.
The forecast indicates a transition in April to water deficits across much of Europe, but until then widespread surpluses will persist in Northern, Central, Eastern Europe, and European Russia and are expected to be exceptional in Russia, northern Poland, northwestern Ireland, and along the Dnieper River in Ukraine. Deficits will continue to emerge in Southern Europe, particularly the Iberian Peninsula, but will retreat significantly in France, persisting only along the southern coast. Intense deficits will emerge in Crimea, and will persist in northern Finland and northern Norway.
From March through May widespread water surpluses are forecast to emerge in western European Russia, which may be exceptional near St. Petersburg and to the east. Severe to exceptional deficits are forecast for Finland, Estonia, much of Latvia, southern Sweden and Denmark. Scattered moderate deficits are forecast for much of Western and Central Europe with pockets of greater severity in central Germany, southern Austria, Macedonia, and from Rome to Palermo, Italy. Surpluses are forecast for Switzerland and eastern Romania. The June through August forecast indicates primarily moderate deficits throughout most of Europe with widespread exceptional deficits persisting in Finland and Estonia.
Notable water deficits are forecast to persist through February in eastern Norway and in Sweden; and through May in Finland and in Russia east of the White Sea. Eastern Europe will continue a transition to water surplus which will persist through May. A wide area of water surplus is forecast to emerge March through May in Russia from the Gulf of Finland south to Ukraine.
Exceptional water deficits are forecast to persist through January in Western Europe, Sweden, and Finland, while Eastern Europe transitions to conditions of water surplus which will persist through April. Deficits in Western Europe will persist through April or longer and deficits will continue to emerge in Mediterranean Europe.
