United States: Water deficits to emerge this spring in the Appalachians, the Ohio River Valley, & the Northern Plains

Overall, conditions in many parts of the US are forecast to be drier than normal. Moderate to exceptional water deficits are expected in the East through the Appalachians, the Midwest through the Ohio and Mississippi Valleys, across the Northern Plains and parts of the Central Plains, and in the Southwest. In the summer and early fall exceptional deficits are forecast on the Missouri and Yellowstone Rivers. Surpluses are forecast in Idaho and northeastern Nevada, the shared border of Minnesota and Iowa, the Canadian and Rio Grande Rivers, and southern Florida.

Regions likely to encounter significant water deficits in the coming months include: the Mississippi and Ohio River Valleys; southern Mexico; Guatemala and El Salvador; northern Brazil; Finland; Niger; southern Somalia; Zambia; Southeast Asia; and, Mongolia. Global Precipitation & Temperature Outlook for April 2016

The Outlook for April 2016 is dominated by a forecast of widespread warm temperatures, particularly in South America, India, Southeast Asia, and Indonesia. Drier than normal conditions are forecast for Brazil and Southeast Asia, while exceptionally wetter conditions are expected in northern Argentina and Shanghai, China.

Central Asia & Russia: Water surpluses forecast in Kazakhstan and Central Russia, deficits in Turkmenistan, Uzbekistan, Tajikistan

Exceptional water surpluses are forecast along rivers in Kazakhstan and central Russia from the Volga River through the Ural Mountains to the western edge of the Central Siberian Plateau. Water deficits are expected in Turkmenistan, Uzbekistan, and Tajikistan through November, with greatest severity in March.

Australia: Water deficits forecast to persist across the north, Victoria, Tasmania

The forecast indicates the presence of persistent water deficits across the north and in Victoria, Tasmania, and North Island, New Zealand. A transition from moderate deficits to moderate surpluses in the Murray-Darling Basin is forecast in September, as are surpluses farther north along rivers in central Queensland.
