Water surpluses in Rajasthan, India are forecast to transition to both deficit and surplus in the next few months, while surpluses in the eastern Ganges basin persist. Surpluses are also forecast for: Andhra Pradesh, Odisha, Chhattisgarh, Myanmar, Nepal, Bangladesh, and Bhutan. Deficits are forecast north of Delhi, in India’s southern tip, and in Sri Lanka. From January through March deficits in India’s north and south, Sri Lanka, Afghanistan, and Pakistan will diminish, but exceptional deficits are forecast in Gujarat.

Water surpluses are forecast for: Wisconsin, Minnesota, Iowa, Nicaragua, central Colombia, western European Russia, Volga Basin, eastern Ganges Basin, Nepal, Bangladesh, western Myanmar, Java, Yangtze River, Fujian (China), and Murray River Basin.. This watch list is based on ISciences' Water Security Indicator Model (WSIM) Global Water Monitor and Forecast issued 7 October 2016.

The October Outlook indicates a large expanse of exceptionally warmer than normal temperatures forecast from Quebec into Newfoundland and Labrador, Canada, and coastal West Africa, along with widespread significant warm anomalies in Western Europe, Russia, and Southeast Asia. Exceptional dry anomalies are forecast for Guinea-Bissau and western Guinea. Areas with a forecast of wet anomalies include Colombia, Peru, Gabon, Java, and northern Australia.

Central Asia & Russia: Water deficits persist in Russia from Arkhangelsk through Siberia

Widespread water deficits in Russia from Arkhangelsk through the Central Siberian Plateau are forecast to persist, though the extent of exceptional deficits will diminish in the next few months. Water surpluses in Kazakhstan will begin to transition to conditions of both deficits and surpluses. Surpluses are expected to continue to emerge in the Volga River Basin through February, and in Kyrgyzstan through May.

Canada: Moderate water deficits forecast for southeastern ON

The outlook for Canada indicates large pockets of exceptional water deficits persisting in northern Manitoba and central Quebec through November which will diminish in extent and severity thereafter. Mostly moderate deficits are expected in southeastern Ontario from London to Ottawa through November. Surpluses are forecast to emerge in southwestern Ontario and persist through February. Surpluses are also forecast for southern British Columbia through May.
