Exceptional water deficits are forecast to persist across northern South America through October 2016. Portions of Venezuela may transition from deficits to exceptional surpluses, then back to deficits. Severe to exceptional surpluses are forecast for southern Brazil, Paraguay, Uruguay, and Argentina and are expected to increase in extent throughout the forecast period.
United States: Water deficits to emerge this Spring in Ohio and lower Mississippi Valleys first, then Montana, North Dakota, Minnesota, Wisconsin, and throughout the Northeast.
Widespread moderate to extreme deficits are forecast for Montana, Wyoming, North Dakota, Minnesota, Michigan, much of the Mississippi Valley, and New England. Surpluses are forecast for the Southern Plains, east Texas, and southern Florida. Both deficits and surpluses are expected in in the Pacific Northwest, and parts of the Southeast.

In February dry anomalies are forecast for northern Brazil, western Colombia, central Ecuador, Peru, Chile, the Middle East, and coastal West Africa. Precipitation surpluses are forecast from Ireland eastward through much of Russia. Warm anomalies are forecast across much of Europe, Russia and Indonesia, along with parts of Central and South America.
